Zulum approves substantive service head appointment

Governor Babagana Umara Zulum of Borno state has approved the appointment of Mallam Fannami as the substantive head of service in the state.

Bukar Tijjani, the secretary to the state government, disclosed this in a statement on Thursday, July 20.

According to him, the approval was in accordance with the powers conferred on the governor by the 1999 Constitution as amended and that it took effect from 17th July, 2023.

The appointee, hails from Damask town in Mobbar Local Government Area, Borno state, is a 34-year-old lawyer. He graduated from Common Law department at the University of Maiduguri in 1987 and he proceeded the Nigerian Law School in the same year.

Mallam Fannami was called to Nigerian Bar in 1989 and joined the Borno State Ministry of Justice as the state counsel in January, 1990. He rose through the ranks to become the Ministerial Secretary Ministry of Justice in October, 2009.

After serving in several ministries and departments of civil service, he was appointed as the state permanent secretary in August 2010.

Fannami acts as acting head of service since October 2022 until his confirmation by governor Zulum as the substantive head of civil service. He also holds membership of the prestigious Institute of Policy and Strategic Studies, Kuru.
