The Chairperson of the African Union Commission (AUC), Moussa Faki Mahamat, announced significant strides in the ongoing institutional reform within the African Union during the opening ceremony of the 44th Session of the Executive Council in Addis Ababa.

The two-day meeting, attended by Foreign Affairs Ministers of AU member countries, heads of international organizations, and other invited guests, provided a platform for Chairperson Mahamat to discuss the imperative need for reform to enhance the efficiency and effectiveness of the continental organization.

Chairperson Mahamat acknowledged the inherent challenges in implementing the reform agenda, citing constraints in resources, political resistance, and bureaucratic inertia as notable obstacles.

The issue of the AU’s heavy reliance on external funding was also raised, prompting concerns about potential vulnerabilities stemming from fluctuations in donor support.

“This reform initiative has been in motion since the second session of the Executive Council held in Nairobi, Kenya, back in June 2023, and it continues to be a vital partnership in the face of geopolitical, geoeconomic, and geostrategic transformations on the global stage,” stated Chairperson Mahamat.

Specific areas of focus within the ongoing institutional reform efforts were highlighted during the address. These include the finalization of reforms for 40 specialized agencies within the AU and the clarification of roles and responsibilities among the AU, regional economic communities, and member states. The aim is to streamline operations and improve coordination among these entities.

He emphasized the need for a strong commitment from member countries to effectively implement the development plans outlined in Africa’s Agenda 2063.

Financial management emerged as a crucial aspect, with the Chairperson stressing the need for increased transparency and accountability within the AU.

The prompt payment of dues by member states and the enhancement of program budget implementation were identified as crucial factors for achieving financial stability.

In addition to financial considerations, the Chairperson highlighted the importance of enhancing the quality and efficiency of the AU’s workforce. He identified the development of new recruitment and performance evaluation systems as crucial to achieving the desired objectives.
