Uganda Energy Ministry in hot water over alleged Irregularities in staff recruitment
The Ugandan Energy Ministry is currently on the hot seat, facing a probe over the allegations surrounding the recruitment process of certain staff within the ministry.
This move comes in response to a petition filed on January 8 by a whistleblower who has raised concerns about the irregular recruitment of Ms. Rose Nannono for a project within the ministry in 2018.
The Inspector General of Government (IGG) has initiated investigations into allegations surrounding the recruitment process of certain staff within the Energy Ministry.
Ms. Nannono is reported to be working under the Electricity Sector Development Project (ESDP) of the Energy Ministry.
The whistleblower’s petition alleges that the recruitment process deviated from the standard procedures. According to the petitioner, local contracts usually involve a thorough needs assessment, job description creation, job advertising, shortlisting, interviewing, and the subsequent recommendation of the best candidate for the position.
The specific case highlighted in the petition focuses on Ms. Nannono’s appointment as an administrator in a project at the Ministry of Energy and Mineral Development in 2018.
The whistleblower claims that there was no needs assessment conducted for the project, the job was not advertised, and the recruitment process was irregular.
The petition, which was also forwarded to the State House Anti-Corruption Unit and the Energy Ministry’s permanent secretary, seeks the termination of Ms. Nannono’s appointment.
In response to inquiries, Ms. Nannono stated that she was unaware of the whistleblower’s petition and declined to provide any information.
She further suggested meeting at the ministry’s offices, but failed to respond to repeated phone calls when the reporter arrived.
Ms. Munira Ali, the spokesperson for the Inspector General of Government, confirmed the receipt of the whistleblower’s petition.
She stated that the Ombudsman has launched investigations into the matter to determine the validity of the claims and assess whether there were any irregularities in the recruitment process.
